Is azodicarbonamide (E927a) safe?

What is azodicarbonamide?
- A synthetic flour treatment agent — it ages and whitens flour and strengthens dough
- Industrially, the same compound is a foaming agent for rubber and foamed plastics (hence the "yoga mat chemical" nickname)
- It does not survive baking — it breaks down into other chemicals in the oven
- Label names: azodicarbonamide, ADA, ADCA, E927a, INS 927a
Which foods contain it?
- US-standard bread, burger buns, hot dog rolls and sandwich loaves
- Bagels, pizza bases, tortillas and wraps
- Packaged flour sold to bakeries (listed as an optional ingredient in the US standards for flour and whole wheat flour)
- Also authorised in the US as an indirect additive — in sealing gaskets for jar and bottle closures
- In India: it is not permitted, so Indian-made bread should not contain it — but it can appear on imported US bakery goods, which is exactly where reading the printed label beats looking up a barcode

Why do regulators disagree?
- Two different questions get mixed up. One is about workers inhaling the powder. The other is about eating the traces left in baked bread
- The workplace question is settled: the WHO, ECHA and the UK HSE all treat it as a respiratory sensitiser. Nobody argues
- The dietary question turns on breakdown products. Baking converts ADA into other chemicals, including semicarbazide and ethyl carbamate
- FDA's position: its 2016 exposure assessment measured semicarbazide in over 250 US bread products and found intakes far below the doses that raised tumour rates in female mice. It has not recommended dietary changes
- The counterpoint: IARC classifies ethyl carbamate as probably carcinogenic to humans (Group 2A) — though it also forms naturally during fermentation, so bread is not the only source
- The EU took the other route: it never authorised ADA for food, and cut the packaging exposure route in 2005 rather than quantify it
- What changed in 2026: the FDA is no longer treating the 2016 assessment as final — it has asked manufacturers for fresh use levels and residue data on both breakdown products. "Under review" is not "banned", but it is a real shift

- The FDA states plainly that azodicarbonamide is not necessary to make bread, and that approved alternatives exist
- That matters: this is a processing convenience, not a nutrient and not a safety preservative
- Many major bakers dropped it years ago after consumer campaigns — so its presence is a brand choice, not an industry necessity

Frequently asked questions
Is azodicarbonamide banned?
Depends what you mean. It is not on the permitted food additive list in the EU, UK, India, Australia, New Zealand or Singapore, so it cannot legally be added to food there. That is not the same as a named regulator issuing a specific ban. The clearly documented EU prohibition is narrower — the EU banned it as a blowing agent in the plastic gaskets sealing food jars and bottles, from 2005. In the US it stays authorised at up to 45 ppm.
Why is it called the "yoga mat chemical"?
The same compound foams rubber and plastic, including shoe soles and exercise mats. Same chemical, very different quantity — bread use is capped at 45 parts per million of the flour in the US. The nickname is catchy, but the real regulatory questions are about baking breakdown products and about workers inhaling the raw powder.
Is it allowed in India?
No. FSSAI has not approved azodicarbonamide as a food additive, so Indian manufacturers cannot use it. It can still appear on imported bakery products made to US standards — check the printed ingredients list on the pack.
What does it turn into during baking?
Chiefly biurea, plus smaller amounts of semicarbazide and ethyl carbamate. The FDA's 2016 assessment put semicarbazide intake from US bread far below the levels that produced tumours in female mice. IARC classifies ethyl carbamate as probably carcinogenic to humans (Group 2A), but it also forms naturally in fermented foods. The FDA asked for new data on both in May 2026.
How do I avoid it?
Look for azodicarbonamide, ADA, ADCA, E927a or INS 927a — most likely on US-made or US-standard bread, buns, bagels, wraps and pizza bases.
